3. Matt Garza, Starting Pitcher
Garza has long been talked about having elite stuff but he has yet to really put it all together on the field. In a weak starting pitcher market like this years, he may be paid more like an elite player but he still has a lot to prove to be put in the upper echelon of hurlers.
