This is the ACC Football Media Guide. Some poor soul had to compile the W-L record for every team in the conference and, apparently tired of that rather menial task, decided to let EVERYONE know exactly what they thought of their efforts in one simple three-word phrase.
The existence of “FUCK THIS SHIT” in the ACC Football Media Guide has been confirmed by CBS Sports, UPROXX, and SB Nation.

Unfortunately, the online version of the guide does not have the three-word phrase seen around the web.
